The death of the high street has been announced with depressing regularity - at least once a year - for most of the last decade. Goverment has made high profile interventions including a number of enquiries and studies ending with recommendations all without much sign of success. Now we have a Minister for High Streets and one of the previous reviews - The Grimsey Review - is to be dusted-off updated and done over.
